안녕하세요?
지난 7월 22일에 영국 내무부(the Home Secretary)의 David Blunkett 비자와 관련한 내용을 발표했습니다. 하지만 발표 내용중에 시행시기등이 명시되지 않아서 구체적인 일정등은 다시 발표가 되리라 생각됩니다. 시행시기에 있어서는 아직 공식적인 발표는 없었지만 올해 10~12월 중에 실시될 것으로 예상됩니다.

발표된 주된 내용을 보면 아래와 같은 발표 내용등(Home Office 에 발표된 것)을 아래에 첨부하여 드립니다.
* 현지에서 졸업자, 의사, 치과의사등 영국에서 필요한 부분들이 아닌 경우 워크 퍼밋과 고급기술자 워크퍼밋(highly skilled migrant programme)은 입국전에 퍼밋을 받아야 한다.

* 영국내에 임시비자(temporary visa)로 체류하는 사람들이 영국 체류 목적을 위해 학업을 하는 것은 학위과정(Degree Level)을 제외하고는 변경이 안된다.
<font color=##00ff> => 임시비자(temporary visa) 라는 것에 대해서 주한 영국대사관에 문의를 했으며 대사관에서 설명하길 임시비자(temporary visa)라는 것은 따로 없는데 자국(한국인의 경우 한국)에서 사전에 입국 체류허가증(비자 형태)을 받아가지 않은 상태로 입국을 할 때에 받는 것이라고 합니다. 즉 한국에서 관광비자이든지 학생비자이든지 현지에서 비자 연장등을 하고자 하는 경우에는 입국전에 받도록 한다고 합니다.
현지에서 학업을 연장하고자 하는 경우에 최초 등록할 때에 학업 계획만큼 학교 등록 후에 비자를 받고 입국하는 것이 가장 바람직하리라 여겨집니다. </font>

* Degree Level 이 아닌 다른 것으로 연장을 하는 것은 최대 4년에서 2년으로 제한한다.(어학연수의 경우 2년까지만 연장을 해주겠다는 의미)

위와 같이 중요한 세가지 부분이 있으며 또 한가지는 종교 관련 종사자들(목사님등)의 경우 IELTS 점수를 요구한다고 합니다.

또한 중요한 내용중에 하나가 영국 정부에서는 지금까지 672개의 의심스러운 칼리지를 직접 방문하여 조사하였고 그 중에서 178 개만이 진짜로 통과되었고 195개는 아니며 299개는 다시 재조사를 한다는 내용이 있습니다.

* 학생비자소지자 워크퍼밋 신청 불허방침 발표.
7월 22일자 홈오피스 워크퍼밋안내 싸이트에서는 학생비자소지자는 2004년 10월 1일부터 노동허가서(Work Permit)신청이 불가능하다고 발표했습니다. 즉, 영국에 학생비자로 있는 사람중에 영국에서 거주하고자 하는 분은 올해 9월말일까지 워크퍼밋을 신청해야 합니다.
그러나 영국에서 학위과정을 마치고 워크퍼밋을 신청하는 경우는 언제든지 가능합니다.

Tighter rules to stop temporary migrants in the UK switching into permanent employment are to be introduced to tackle potential abuse, the Home Secretary, David Blunkett, announced today. At the same time he also outlined a new pre-entry English language requirement for ministers of religion.

New restrictions on switching will help ensure that the separation of temporary and permanent migration routes, which is necessary for an effective immigration control, is preserved. Measures include:

Preventing switching into work permit employment and the highly skilled migrant programme except by those already permitted in the rules such as doctors, dentists and graduates ?whose skills the UK needs. It is important for the integrity of immigration control that people should generally gain permission to work here before they come.
Permitting foreign nationals who are in the UK on a temporary visa and wish to remain in the UK to study, to switch into degree level courses only. This will prevent visitors claiming that they intend to leave after their holiday and then enrolling in lower level private sector and further education courses.
Reducing the maximum time individuals are allowed to remain in the UK to do successive short courses below degree level from four years to two years. This will address abuse by students taking a long succession of short, low level courses simply to stay in the UK.
Today뭩 measures build on action the Government has already taken as part of its ongoing review of immigration control. A comprehensive programme is underway to tackle bogus language colleges. So far 672 suspect colleges have been visited<
